Raidou is in the base game. Only main series character missing is Gen Fu. 2 of the Ninja Gaiden guest characters from DoA 5 are missing as well, Rachel and Momiji, Team Ninja has said they will consider adding all 3 as DLC characters later on if enough people ask for them. 

To be fair, they're not really guest characters because Ninja Gaiden is part of the Dead or Alive universe, much like Final Fight and Street Fighter. Ayane and Kasumi have likewise appeared in the Ninja Gaiden games (Ninja Gaiden and Ninja Gaiden Sigma 2 and 3, respectively).
