Lock-on isn't a flaw of a game when it's a large part of what the game is about. If they got rid of the lock-on system, it wouldn't feel like crackdown. Being able to lock-on to an enemies head,legs,arm, a cars wheels or gas tank is part of the fun. If you really don't want to lock-on to targets, it's very possible to shoot enemies without locking on. The platforming is one of the best feature of the game.
