You have to look at the possible impact from this if it goes through as it could make Nintendo platforms perform even better in NA than they already do this would make it another region they perform the strongest in alongside Japan which would offset PS always being the strongest performer in Europe. MS on the other hand would gain access to a sizable userbase in Japan as a trade off for that.
