It used to be a technical reason nowadays we simply lack the storage on a cheap disc or the bandwith to stream native 4K HDR film in 60fps. It takes 2.5 times as much data to stream 60fps than 24fps.

Other than that and more importantly some people think it looks odd, which is probably why the hobbit was an experiment for 48 FPS and remained just that, even the sequel didn't support it.
