If you just consider that the game was in development for 6 years then think about the cost of staff wages, say if you take a game devs annual rate in 2013 at 83k then x6 that for the years worked, anything over 40 staff working on the game would eat 20m+ then if you watch the 20 mins of credits at the end of breath of the wild it would give most sane people a clue that the game wasn't made with 20m.
