Eh, the game in its current state is quite a bit beyond what 360 could handle, the combined package of stuff like GPU accelerated particles, volumetric lighting, SSR, Bokeh DOF, etc is very much current gen. As I said, I personally do not agree with calling this one a "miracle", but I still think Panic Button did a good job.

The only place the framerate seems to drop is in the hubs where there's a lot of draw calls and NPCs, so it's probable that it's a CPU bottleneck, in which case all the GPU side cutbacks in the world wouldn't help.
That said, every Panic Button game so far has received a post-launch update to improve performance, and apparently the team are already working on improving framerate in the hub area: https://gonintendo.com/stories/323344-warframe-team-looking-into-boosting-performance-in-one-particular
