My thoughts:

-No new PS4 exclusives to announce

-Several of their big titles Days Gone, Dreams, Death Stranding will be released before or around E3 (April-September), so they need big blowouts before E3.

-Leaving E3 really just for The Last of US 2 & Ghost Tsushima which isn't really enough to host a Playstation Conference.

-Showcasing Third Party, Multiplatform games at E3 is pointless now

-Obviously not ready to reveal the PS5 yet

-I don't think any of the existing PS4 games apart from maybe the THLOU II will be "cross gen" but I think PS5 will be backwards compatible and be able to render PS4 games natively at 4k/Unlocked FPS with a patch, just like PS4 pro.
