One big reason is that their hardware is always way worse. Emulation needs a lot of power, especially when the emulation is not perfect. If PCs can't run it then there's no need to work on an emulator. The PS3 for example was a nightmare due to the Cell. That's why it has taken so long. And even now it's far from perfect but that's due to it being an old console at this point.
