Ban almost all weapons, collect automatic rifles and handguns through an amnesty process, and only allow hunting rifles that can be bought only after a rigorous test and background check procedure. Also, only allow a maximum amount of rifles per person. Then you would see these kinds of crimes diminish radically in a ten year period.
