And I think people are riding on the "new content" a bit much, because they've alluded to including what was adding during localization of the PS4 version. Square used to release "International" versions of all their games because they would add things during the formerly long localization times.

Because they could add more appealing features in the newer version like how XII got a job system or Vesperia got a load of new content including characters on PS3 over the 360 version. Persona has term known as being FESed because a second version of 3 came out a year or so later with new content and the fanbase felt slapped in the face, fact is new content if significant can have a big affect.
