Then look again. Entire game set in Kamurocho again. The Tojo Clan is involved. This is another extension of the Yakuza franchise, but thats not a bad thing. Bad thing is them telling us that the new project had absolutely nothing to with Yakuza or its systems. Do you think they held true to that? 

The game being set in Japan with a entirely new cast and storyline with different gameplay does hold true to that. I feel like you're jumping to conclusions based on the little they showed.
