Complexion can mean characteristics of other things too. It does seem pretty clear in the statement but I decided to give him benefit of the doubt.

 

Why I asked about the parentage. Are there dark skinned elves in the Witcher lore? That's the next question. I can't think of any. Nilfgaardians are white.

The main meaning is still the skin color (the other ones are obsolete or rare/inapplicable here). And in a description of a character, "white complexion" is obvious to understand.

His comment clearly shows that he doesn't know this word, otherwise he would at least understand why people quoted this sentence to explain that she's white. Trying to give a lesson to others without knowing the meaning of the word is a joke.
