It literally says "Software sales units for each platform are those of card or disk software" (But include the digital version of card and disk software). It does not say includes digital only software.

Here is another wording "Nintendo Switch software includes the downloadable version of Nintendo Switch card software."

Again it includes digital versions of physical software (Card Software), but not digital only titles. 

Also note: I don't think the number would drastically be higher, but a million or so units would still be missing from the data set.
