20K is about what someone makes with a full time minimum wage job. Depending on the state, some might be more or less. The median income is about $40K.

Yes, and if you work a full time job it has to come with health benefits. The issue comes in to places who refuse to employ people full time to pay for those benefits, so there are lots of people working ~30 hours a week instead of 40 just because the employer doesn't want to pay for their employees to have decent health coverage.
