Those massive price cuts were to get it into the price range that PS4 is currently in.

At this point in PS3 life it was 29,980 yen vs PS4 at 34,980 yen, not a massive difference.

The massive difference comes when you're adding the PS4 pro at just under 50k yen, almost 20k more expensive than the PS3.
