In memory bandwidth, yes. Overall? Hell no. But if if it's a bottleneck, it's a bottleneck. If you can't feed your cores from memory, it doesn't matter how much faster your cores are. 

You're talking about 10MB of EDRAM on the Xenos coupled with 512MB of DDR3 memory running at 1400mhz talking about the majority of your memory running on a 22gb/s bus

Switch has a straight up 4gb of LPDDR4 @ 1600mhz or 25.6gb/s bandwidth

If you think that having a single tiny (10MB) pool of fast memory is a smart way to go for effective memory bandwidth in high end systems.... think about the Xbox 1, base and S models come with 32MB of ESram to make up for their DDR3 choice but then dropped that when MS created the X1X and went with a full GDDR5 setup instead of the low amount of high speed buffer.
