Rocket league on switch does have a 30fps quality mode. I'm sure if they could have they would removed effects and get at a higher resolution but it's a lot more complicated and maybe the results weren't worth it.

It does yes; this was added months after launch via an update. But when they brought the game over, they shot for 60fps instead of halving that for an easy performance win.
