There’s no denying that the leap from PS3 to PS4 is not nearly as big as PS1-PS2/PS2-PS3, but there’s definitely a significant enough leap that calling it just polish is pure ignorance. inFamous:SS, Horizon, Uncharted 4, BloodBorne, and God of War all price the point that PS4 is a huge upgrade over the PS3. Pretending a PS3 could run any of those games without severely reducing the settings and removing a lot of assets is just crazy.
