I think they just wanted to reinforce that Xbox is here to stay with the new 1st party devs announcements and saying that they're making a next gen platform.

Last year was news of them closing down studios, cancelling exclusives and making all Xbox games multiplatform with PC. If a new Xbox was around the corner, they would just hold their mouth for that big surprise in Q1/Q2 2019 like they have in the past. Instead they're saying it now likely as a queue to investors and fans that they're in it for the long haul.
