I always avoid playing with people with 2 bars (and honestly 2 bars can be acceptable too) and it is not that hard to come by people with 3+ bars.
It really fucking sucks when a 3-4 bar suddenly drops to 1 bar and it is a lagfest, but it isn't common enough to be an issue for me.
