Cutting texture quality is a matter of simply dropping the largest mipmaps. It's a cheap and simple solution of having too much data to fit on the cart. Cut from 4K x 4K to 1024 x 1024 is a 16 x savings in texture data. It won't look too terrible on the Switch's 720p screen. That said, it's built on id tech 6, which supports virtual texturing like many games do now (it's standard under later DX11 revisions and is standard under DX12/Vulkan/OpenGL 4.3 with an extension (GL_ARB_sparse_texture) so it's more like 128K x 128K to 64K x 64K, because the entire level is textured with a single massive texture.
