Hmm, I guess the rest of the world really made up for the lowering sales in Japan then.

That was the whole point of releasing it on the PS4. They were aiming for the worldwide audience.

It needs ~4.1m to match the highest selling 3DS entry. That's likely out of reach, but the series has declined since 2010. Coinciding with overall decrease of the market.
