See the shimmer? That is a cloaking mechanism that gives the impression of a forest where the city is to outside observers.

That still doesn’t explain how the ‘poorest country in the world’ can afford such a grand metropolis.  I know it’s all just fiction - but there still needs to be some kind of believability.

They have been hiding their wealth from the rest of the world since the dawn of their country.  It is a MAJOR PLOT POINT for the entire film.
