Even here on VGC US+EU+JP is less then 13M. The difference is coming from the ROW where about a million consoles got sold. And, like I showed earlier, Even Nintendo hasn't the ROW in their 13M sell-through numbers as they have no idea what the sell-through in those regions really is.
