Its war. He wants to unify the non-humans and that won't happen without some bloodshed. He basically unified their tribes and likely prevented future tribal  fighting by presenting a false threat to their existence. Sure, some warrior lizards died in that battle but I doubt that they would make a big deal out of it considering that they don't put alot of value on the lives of their people (they did talk about going to war with other tribes so they aren't stronger than them in numbers) and what they'll likely gain from him.

We also don't know how any of the tribes treat outsiders or how they would have reacted to a proposal right off the bat. We also don't know why he chose this approach over others. Perhaps, he saw a threat to them and did this so they would ready for it as one people with a very powerful ally.

If he was evil, he would have just sent in high level undead with a op general to slaughter them then just raise them as undead lizard people.

If another side did that in the anime, they'd be considered the bad guys.

It doesn't really even make a lot of sense.  The Lizard people only united by chance, because there was a single guy who was both smart and strong enough (and had a magical weapon) to push it through.  What if that guy hadn't been there or hadn't been allowed to speak?  Would they have attacked and started wiping out the villages one by one?

Even then, it was almost a disaster.  The leaders were almost killed (probably should have been), which probably would have doomed the Lizard tribes.  That sure as hell doesn't seem like a very "good guy" outcome.

Seems like a massive amount of plot armor and same kind of "native lives don't really matter" attitude the GATE manga had.  I'm having trouble caring about the protagonist.
