And the console makers will have to put a lot of their own stores, and they don't have the money or interest in it...

Because even Amazon and other online retailer won't be much interested in selling consoles they won't sell games for.

Remember, this is why digital console games arn't cheaper than thierphisical counterparts in the first place.
