After XB trying to force consumers to pay $100 more XB1 with Kinect, and having PS offer just the console for $100 less, with the camera being a separate option to purchase, led to XB paying for it dearly. XB1S and XB1X have not only steered clear of Kinect and VR, but have made sure that anything that is added to the console is tried and true and comes at no extra price. They added 4k BD, yet they kept the cost of the XB1S the same if not less than the PS4. The XB Elite controller, not bundled standard, is a completely separate purchase because of this.

PS understands this, and has experienced it themselves with PS3. Putting too much hardware into one package and expecting consumers to pay for it, just doesn't work unless it's heavily subsidized and matches or beats the competitors price. By offering consumers the choice, it allows for more customers overall in the long term. PS5 won't be much different than PS4 in terms of what you get in the base package, other than potentially having some of the VR hardware built in, maybe. They will again offer you as much performance as possible, for a reasonable and affordable price.
