GTA V for Switch would not require 64GB card, it can fit on 32GB, and even if it cant fit part of game could go like download to internal memory.

Whatever its size, I fully expect it to be a on a 16gb cart and the rest be downloaded.

No publisher has proven they are willing to spend on more than the smallest cart right now.
