So then you'd deny marriage to atheists?   Marriage didn't become a scarament in the christian church until after 1000 AD.  So why give churches control over secular personal relationships?

Well I wouldn't. That would be up to religious leaders. Not necessarily Christian ones either, any religion that has traditionally practiced marriages should be allowed to continue. It would have no bearing on their legal status of being in a Union. It would be a separation of Church and state.
