While I wouldn't go that far, I too was disappointed by XCX. Mira was an amazing world to explore, but the lacked most of what made me love Xenoblade 1, most notably a strong plot and an awesome OST.

Granted I'm only in chapter 2 but so far the framerate seems par for the course for a game of "today's standards." Heck, I can think of a lot of games of considerably bigger budget that run worse.
