The real answer is that it changes. Overall, the 3rd largest market is Japan, because China is the world's largest gaming market.

If you ignore China, it fluctuates from UK, France, and Germany, but I'm pretty sure that Germany does a bit more on average due its stronger PC market which doesn't get as much weight in places like VGC.
