Not necissarily. Xbox One checks for updates before installing games.

The game could be ~18GB on disc, has a day one update of 14GB which replaces most of the old files on disc, so they won't get installed in the first place.

Also why does it say it requires the update. Never tried installing and playing the game offline? Then you'd have your answer.
