Man Utd have scored 22 goals this season in the PL, Liverpool have scored 14. Only Man City have scored more than United this season while Watford, Chelsea, Arsenal and Spurs have all also scored more than Liverpool.
I wouldn't say your assessment is 100% correct. It's just Liverpool are abysmal defensively.
