Probably because the PS4 doesn't have the potential to sell 25-30 million in Japan.

Also Switch still has this potential unknown with China on it's side, leading to increased speculation on sales.

Neither has the Switch any chance to sell 40-50 million units in Europe. I also doubt that the Switch will do great in China since the Chinese console market is kind of meh these days.
