Yeah the human element does tend to be kinda weak in kaiju films. The first film was no Citizen Kane but at least had likeable and colourful characters played with gusto.
The robot-vs-monster action is ultimately what will make or break the film for me. Where the first film's action reminded more of the Japanese Godzilla/Gamera films of the 1990s, this one kinda feels more like 1970s Ultraman. Which is fine, as long as it's well executed.
