Terrorism has nothing to do with the severity of an event. It's defined (if you go by either the UN or NATO definitions) as being violence on civilians for the sake of pushing a political agenda.

This hasn't been defined as terrorism yet because they have no idea what the motive was.

I swear modern politics is just an exercise in eager mass-delusion. The number of people I've seen retweet this sort of narrative on twitter, even though it's completely fictional, is truly horrifying. People seem to believe things nowdays based on what sounds snarkiest or something?
