EU is a market though. So it is perfectly fair when describing markets.

The US is technically part of the North American market, but we refer to it as the US because sales in the rest of the NAFTA region are almost non-existent being that they are developing countries which live almost completely off of tourism and booze export.

There is no fairness or hard definition. Companies can define their markets at size and criteras they want, may be a state, region on a country, several countries, continents, etc.

Usually agreggating as much area as possible on similarities on strategy for product sales.

Well, what's holding up Europe from overtaking the US for so long is that PC gaming (or computer gaming in general during the 80's and early 90's) has always been big there. Otherwise Europe surely had surpassed the US a long time ago already. It's also the reason why handhelds edges out US - can't take a PC as easily with you

I dunno much about the PC market in EU, but I'll believe in you.
