What is the point of this prediction? This isn't up for debate: We already know how well each console will sell this year. To pass 3DS, PS4 needs to outsell it in 2017 by 10 million units. The gap last year was 10.1 million. PS4 is currently up YoY by about 2 million units, while 3DS is down 400k, indicating that this year's gap will be even larger than 2016's. It's a given that PS4 will be ahead by the end of the year.
