I can't find my old old ones (1993-ish), but my EGMs circa 1998-2000 insisted that 5 was "average." GamePro's visual rankings also seemed to suggest that a 3/5 was an "okay" and a 2.5/5 was "meh."

I remember for me, I wouldn't even rent a game if it was 6/10. That was a non-starter. "Good games" started at basically 8/10 .... maaaaaaybe 7.5 if you pushed it. Game ratings have always been like that.
