They expected it to sell 10m first year, which it would (will) regardless of stock issues... that's not "flopping", especially for a console's first year, which is usually a slow one. But yes, they admited they underestimated demand and tried everything they could to get things sorted out. Even paid more to ship extra units faster via airplanes.
By the way, you're looking at global pre-Splatoon numbers on VGC front page. It's known that they started shipping more after Splatoon, and especially in August, so as soon ad VGC uptades those numbers, they will start to look better. Even then, they still have to meet demand, but they have promised to start shipping more this fall, so things might get even better.
