As someone who has played every iteration of the Dynasty Warriors series (including Empire) since DW2 and has also played many of their spinoffs, I can say that this should come as no surprise to anyone. I've yet to play a game from them with solid framerates, including DW8 Empires on PS4 and Hyrule Warriors on Wii U.
They just tend not to deliver on framerates, and when in musou mode it'll often drop to absurd lows like 15 or so. If there really is a locked 60fps mode, I'll be very happy with it lol
