I'd throw in a bunch of new tracks specifically made for 200cc, too, and some changes to slipstreaming, but that ought to be good enough.

I think it's really just the items that would cause a problem with high-level competitive Mario Kart.  It certainly isn't reasonable in serious competition for someone to get a bullet and shoot up 8 spots.
