It's not that you can't introduce new characters in a team-up movie, it's that you can't introduce half the team and expect people to be invested.

 

This movie is dealing with Aquaman, Cyborg and Flash like we were already familiar with them, when we're not.

As for Spider-man and Black Panther: Spidey already had a vast media presence, justifying the hype in trailers, and even so its young kid in above his head story was understandable to newcomers.

Black Panther had more cult appeal, and his vengeful wild card story was still appealing to newcomers.

 

The marketing for Civil War was selling those characters' presence, while Justice League is trying to sell the team, which doesn't work because we don't know the characters!

This might very well change in the movie, but as a marketing strategy it leaves everyone who isn't a "true believer" cold.

While I think we can all agree that WB have rushed into Justice League, and they could have handled it much better, lets not pretend that the League needs major introductions. Everybody knows Batman, and what he's about. Everybody knows Superman, and what he's about. Wonder Woman is the biggest female superhero there is, and they've already shown that they can nail her. Flash is incredibly popular, and currently has a very succesful TV show. The only two you need to get people to really invest in, are Aquaman, and Cyborg. In both cases, I would argue that it's easier to get people hyped for them in a Justice League movie than on their own. The non Aquaman fans think of him as pretty much a loser who talks to fish and not much else, they wouldn't be very interested in checking out material related soley to him, but you introduce him in JL, as some kind of badass (which they're doing very well), and suddenly everybody loves Aquaman (seriously, he looks like he might steal the show). And Cyborg.....meh.....he seems like a Hulk type to me, an all CGI dude, best left within the confines of a group he can play off, rather than trying to make him the star of his own show.
