The problem was the cost of maintenance, which includes employing moderators. A lot of people started to get really sleezy in an environment which has the requirement to live up to the standards of certain countries with very strict cultural rules in what children are allowed to see or read: I would say primarily Asian countries and the United States are responsible for this need due to their heavy restrictions on what words and things children are allowed to see.
