The thing is, if consoles are only 10% as popular in China as they are in the US, that makes the Chinese market huge because of the raw number of people.
The reality is that the average Chinese is still very poor by western standards. But, there are about 100mm people in China that have western-level incomes, and that number is increasing. They can afford TVs and consoles. So, if the console makers, or maybe Nintendo with the 3DS or Switch, are ever able to crack the market, it could become a big one for them.
The same logic holds for India, but they're maybe a decade or two behind China in terms of economic growth.
