PS knows they don't need to, most people know they don't need to, but wish they would for their wallets sake. The XB1X may be a better overall value for the price of the hardware, but on all other fronts PS is at least on par if not way ahead.
With PS making a mistake on demand, and only having a minimum amount of Pro's available, this makes the cost to manufacture higher. The more parts you buy and assemble at once, the cheaper you can do it/sell it for.
XB1S has a bunch of built in hardware and software that the PS4 doesn't. Yet PS4 still outsells it 2:1 at the same price point. If XB1X was cut by $50 sometime in the new yr, I don't even know if PS would follow suit at this point.
The best I could see PS doing until a significant XB1X price drop would be a $399 Pro + new game bundle with multiple titles to choose from.

PS2 - @- We must build a console that offers online living room gaming.
PS3 - #- We must build a console that’s powerful, social, costs and does everything.
PS4 - $- We must build a console that’s affordable, charges for services, and pumps out exclusives.
PRO -%-We must build a console that's VR ready, checkerboard upscales, and sells but a fraction of the money printer.
PS5 - ^ -We must build a console that’s a generational cross product, with RT lighting, and price hiking.
PRO -&- We must build a console that Super Res upscales and continues the cost increases.
