World is meant to sell in the West, not Japan. PC and XBO do make a difference here.

not a big difference though, even something like FFXV only had 20% of it's console sales on Xbox One. This will likely be under 10% Xbox

PC might be ok, but given the sales won't be that great anyway coupled with very low Xbox interest, I wonder if porting it will even justify it's cost
