Konami has lost most of their creative minds throughout the years, Kojima being the last big one to go. I'm sure they feel safer just making ports at first rather than risking new games from the beginning. The only reason I think Bomberman R was a new game and not a port it's because it's been so long since the last good Bomberman it would have been too outdated, and R looks like a small indie game anyway.
