They want to be known for being creative and having a catalogue. Just looked up Lionhead, they developed Fable years before MS purchased them. Lionhead was a struggling studio and that's when MS acquired them. Fable never lived up to the hype but Fable II is a pretty amazing game.
When Sony and MS get a hit from a 3rd party studio, they sometimes acquire that studio, have another 3rd party work on the IP, or put the IP in the hands of an internal studio. The problem with your arguments is you ignore trends or have no knowledge of the points I made.
Forza has become a benchmark racing series and the annual releases differ greatly. I find it funny nobody complains about MLB The Show and many other sports titles being annual with typical sports game tweaks yet the Forza series catches flack inspite of doing something unique.
If a new Condmened was going to happen and assuming Monolith can't work on it, I'd suggest the Outlast studio. I haven't played the Outlast games, but at a glance those seem inspired by Condemned. However MS could also fund Alan Wake 2 and there might be a bigger audience for that.
