Yes it does if its entirely a new concept. If it plays like xcom then its especially new. Just because 2 ips merge together doesnt mean its not technically new.

Mario has a bunch of spin offs. They are all new ips. I mean your basically saying SSB isnt its own ip by your logic

Doesn't matter how it plays, if it's a crossover of two existing IPs, then it is not a new IP.
